Black Country and West Birmingham Sustainability and Transformation Partnership covers around 1.3 million people and brings together 18 separate statutory organisations (mainly from the NHS) plus 5 councils. The STP has been led by an NHS Accountable Officer – as its Senior Responsible Officer – for the past 2 years. As part of its ongoing review, the partners decided to further invest in the development of the STP by appointing an Independent Chair.

The Chair is a dififcult role with a unique set of challenges and the right person needed a high level of gravitas to manage challenging times and complex relationships. The right person needed to be someone who was excited by the idea of turning the current situation around and could see its potential.
We were asked to help with the Black Country STP role as they needed an independent Chair who had no affiliation with member organisations to assure complete independence. The STP’s configuration had caused scepticism among the partners, as some of them didn’t see how the structure fitted with service provision in their areas. This created relationship challenges.
TMP were tasked with finding and approaching senior people who had worked within an integration agenda or who had delivered complex partnerships. We looked for people able to provide clear leadership and who had a strong personal commitment to the NHS and wider public service. The client was very pleased with the quality and outcome of the project and described the service as having ‘First class communication, the consultant was proactive’.
